I expect there will be a hosepipe ban in the UK again in 2013.............
The dearly loved Geoff Hamilton once wrote an article about the Haws galvanised water cart, which could be filled from any source and trundled around the garden. It was open topped so you could dip the watering can in to fill it up. (can't find a photo ATM)
I'm sure any handy DIY'er could knock one up OR you can buy this
tasteful blue one
that holds 140L (30 Gallons) for 279 quid!
